How To Get an NBI Clearance
1. Go to Monumento NBI Clearance Center. not in carriedo anymore. the mall's beside the station of victory liner. take a bus or the lrt. if lrt it's right across the street. if by bus depends on where you're coming from.
2. once you're on the victory mall threshold, you'll be accosted by several girls selling pens and cedula (residence certificate) and envelope, all claiming to be requirements to get a clearance. yes, black pens are a requirement because youre filling in the blanks in a LEGAL document. so bring one. but you DO NOT need any cedula. envelope is optional. there would also be the random sputnik gang-looking girl offering to line up for you. this is unnecessary since it'll all be done in under two hours.
3. find an escalator and go to the 5th floor. youll pass by Madam Auring's fortune telling stall hahaha it was really her with the botoxed frog face and the ridiculous pa-bagets getup. i was looking for archie but i guess he had a class.
4. for RENEWAL go straight to the queue. if FIRST TIME APPLICATION (or you lost/left your clearance in davao and it would totally be impractical to have it mailed) there's a short pre-queue to get the data card. write down all necessary information in ALL CAPS. you may write while lining up or find a table and have a nice chat with that chick in the tight red skirt (and get mortified at the sight of her mustache yiii).
5. DO NOT get disheartened when you see the REALLY long line snaking around the hall. you all will advance by groups and not one by one and would take about 30 mins.
6. first window is the DATA CHECK, which would take about 10-20mins. at the window a nice old lady will tell you the things you've missed/clarify other info and tick those boxes in red. if you missed anything you wont line up again and you can complete it while lining up for the next part.
7. next line is going inside the hall. there will be two lines: one for the males and the other for females. the lines for the girls are shorter but same ratio of people will advance. takes about 20mins.
8. up next is the queue for the PAYMENT. a clearance for local purposes cost P115. this would take about 30 minutes but the area is cool enough (imagine catering for at least a thousand people at any given time) and you can people-watch and data-card watch and read civil status like SINGEL and funny last names. this will be the last line with a really long queue. after this everything will be a breeze.
9. after PAYMENT, those for renewal will go to the RENEWAL KIOSK. that's another long line but you won't grow roots or moss or anything of that sort. one long line and that's about it. for the NEW applicants proceed to the FINGERPRINTING section. there you'll find many manongs who would fingerprint for free, but if you're feeling generous buy the tissue with alcohol. it's for 2 pesos only. tip: before getting fingerprinted make sure you have a wet wipe ready. ive ruined a shirt with the ink stain and it cannot be removed EVER. this won't take 5 mins. just give your hand to the manong. resistance is futile.
10. next step is the PICTCHA CAPTCHA. choose the youngish-looking guy because he'll tell you when he's going to take your picture. i had the misfortune of going to this woman who was texting and ended up looking down on my nose and looking like a gangster. beats my previous clearance where i looked like a german fag. i had on blue contact lenses and brown-streaked hair thus my nbi face had this german pedophile fag look. this one wont even take 5 minutes. but i waited for a while because she was making out with her phone.
11. next line up is for the DATA ENTRY. here youll give them your data card. there are many windows open and per window there's about a 5-person queue. waited for not more than 10 mins. they wont give the data card back so off you go to the releasing area.
12. here in the RELEASING AREA you'll give them your receipt and tear it up. after some typing of some sort another nice old lady behind the window will tell you if you've got a hit or not. i thank my parents for giving me these names and for not even thinking of combining their names for their firstborn and end up having a name like JOMARI or MIRISE or something worse. i saw a girl with the same first names as mine, but none with the same last name. poor joanne santos, she got tagged for estafa. said joanne santos was instructed to go out to line in another window (really, it's outside) for further instructions, whilst i was given my clearance in less than 3 minutes.
13. last step: THUMBPRINT! outside. pay another 2 pesos for the alcoholized paper. i didnt have my wet wipes ready so i paid for a piece of that.
14. DONE! and don't forget to says thanks to each of those nice old ladies working the counters. be polite.
